Kindergarten denies entry

Kindergarten is one of the most anxiety producing events in a parents life. It's the first of many times that we actively become involved for our kids and advocate for their rights. As a teacher, I've been on both ends of this advocacy and I admire the parents that take the time to look out for their children.
I did exactly this recently when I signed up my son for a private kindergarten. This is my second child in school and naturally I wanted his first year to be successful. My husband and I researched our option, paid deposits and filled out many applications to ensure our choices were in place. When we decided on the school that we thought would best fit our son, we contacted them directly asking how much we owed for tuition. The school we chose was also the school that he attended preschool. He had a wonderful experience there, it was the only kindergarten class, and it was close by so really the choice was easy. However, the events that followed have baffled me beyond reason.
The long and short of this is that I paid my registration,my registration check was cashed, then I inquired about the tuition and was told by the school administration that my son would not attend the private kindergarten. Thinking that a mistake had been made, I reminded the administrator that the check had been cashed so naturally she did secure a spot. In return she stated that she did not secure a spot and that if my son was another gender then perhaps they could make an exception. I asked who I could appeal to, I was told to write a letter to an unnamed board. I sent a certified letter to the unnamed board and recieved a letter in return from the administrator. She again stated that my son would not be enrolled and that the board had nothing to do with this decision. I have tried to apply reason here and meet with those in charge, but I have been denied every opportunity.
Without a doubt, this is frustrating. If the administrator had admitted her faults, and admitted her errors then I would have walked away. No doubt I would be stung by the decision, but it would have been a decision nonetheless. Instead, I have tried countlessly to discuss this situation with school officials. I know that private schools can make the decisions they want without reason, but a decision to accept my son into the kindergarten was made as soon as they cashed my check. In addition, this is a godly institution that should reach out and mend any divisions that have been made. Instead, they have denied me any opportunity to discuss the matter and this board, this church board, remains to be an Oz like presence even though my children have attended their religious school. I hope that no parent has to endure the struggle that I have when it comes time to sending their children off to school. I was lead astray by a counterfeit relationship, and until a meeting takes places I will twist my hands and hold my head in an attempt to understand and comprehend what just took place.
