Seat Belt Law Remains 'Soft'

While support for primary seat belt laws is reportedly growing in rural states, Virginia still doesn't have one.

Primary traffic laws can be enforced when a law enforcement officer observes someone breaking them. Secondary laws can be enforced only if someone is stopped for another violation, such as speeding.

A recent report included in National Safety Council's Journal of Safety showed a significant percentage of citizens surveyed in a rural state were in favor of a primary seat belt law.

Virginia's General Assembly has consistently opposed legislation that would make seat belt violations a primary offense.

This year, lawmakers remained true to form.
