Complaint: Earlier this month, Martha Polkey of the Catoctin Coalition filed a formal complaint with Leesburg against Councilman Ken Reid.
Polkey's complaint accused Reid of insinuating that the coalition had blocked improvements that could have saved the lives of the two Muse siblings, who died in a December 2006 accident on U.S. 15.
"I've not accused them," said Reid. "I regret that they've interpreted it this way."
Mayor Umstattd said the town would not censure Reid because he did not make his comments while acting in an official capacity.
"When he does it outside his role as a council member, then he's doing it as a private citizen," Umstattd said. "Had he made these statements from the dais during a council meeting, I probably would have apologized from the dais to Ms. Polkey.
"I think Ms. Polkey makes some good points in her complaint," the mayor said. "I'm not sure that the Town Council's censoring Mr. Reid as a council member would address her concerns."

Vehicle decals: Leesburg's personal property tax bills and vehicle decals are in the mail. The vehicle decal is blue this year and should be placed on vehicle windshields immediately.
